[FFmpeg-devel] [PATCH v2] avutil/hwcontext_vulkan: fix run on macOS

VK_KHR_PORTABILITY_ENUMERATION_EXTENSION_NAME is required on macOS,
and VK_INSTANCE_CREATE_ENUMERATE_PORTABILITY_BIT_KHR flag should
be set.
