Hello FFmpeg Developers,

My name is Nariman, and I am interested in contributing to FFmpeg.
I would like to work on Bug #11242 regarding the incorrect library suffix
in configure for static builds on Windows.

Before I start, I want to check if anyone is already working on this issue
to avoid duplication of effort.
