I didn't use ff_h264_decode_seq_parameter_set at first, until met chroma_format_idc. Get it from multiple pixel format doesn't like the right way to go. Manually decode golomb is code duplication. The following loop can be removed by using i_sps_id from x264 params. Loop over sps_list is more self-contained.
