I was trying to use mpv (that uses ffmpeg) to render such linked images in .svg files directly, but it didn't show any images that were linked via xlink:href attribute. It only worked when images were base64 encoded (inlined) directly into svg. Would this cause a lot of security concerns? This would be an amazingly useful feature for my workflow at least.
