Also, can gqrx (or other tools based on the same backends) record from a
V4L device at the same time, process the video to add text or overlay a
logo or decrease the noise, process the audio to normalize the volume or
mix it with background music, encode it into a variety of codecs and
save the result into a file while at the same time publishing it as a
Youtube Live stream?

Because if something is integrated, then ffmpeg can do all that.
