If my understanding is correct, this was caused by the +r channel mode,
which means your nick needs to be registered with channel services before
you can join the channel.
We (me & Anton, mostly) decided to temporarily set +r yesterday because the
#ffmpeg-devel channel was repeatedly being spammed with abusive (political)
content. I don't think we intend this mode to be enabled permanently. We
did not intend to ban Paul. Apologies to Paul for the temporary nick
registration requirement.
