In the normal case, we would reach a consensus or we would agree that the general
assembly would make the decission.
But to awnser your question, IMHO:
A projects community is, everyone who actively helps the project move forward.
That said, i imagine, we will not fund projects with 51% majority, the things
we will support will have very broad support.
