I think one thing that could be added somewhere is
something along the lines of
"tools should be used to reduce workload on maintainers not increase it"
Also ensure that submitted patches are of good quality, if you
repeatedly submit low quality patches, it may affect future response times.
If one has concerns about low quality patches, thats one way to deal
with it that has also a positive economic effect namely people will
want to send good patches so as to have them reviewed sooner
