Thats not possible
multiple people on this list did not have 20 commits at the time the list must have been made

Example: Gautam Ramakrishnan has 20 commits after 2020 Jul 16
but the TC/CC votes in 2020 where prior to that

(and i already mentioned zane)

So I do not see how the list of names you posted can be the same list as
the one used in 2020
