Red Hat Enterprise Linux 9 is one patch version lower than what
FFmpeg currently requests. The slightly older versions still result
in a working build of FFmpeg with DVD support, so allow those
versions to be consumed to build FFmpeg.

FFmpeg currently requests. The slightly older versions still result
