On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.

Looks good to me.

To get the refund, follow instructions here to generate a refund request:
https://www.spi-inc.org/treasurer/reimbursement-form/

Note that the XE calculator referenced in the linked page above is
still broken, so you should probably send the receipts as attachments
to the request email.

Then email the request to:
treasurer@rt.spi-inc.org

putting me and Michael in CC:, and adding the thread link from:
http://ffmpeg.org/pipermail/ffmpeg-devel/

One note: One step says to use the xe.com expensed calculator - however the
link provided is broken. Indeed the link on xe's own page (https://www.xe.com/tools/#convertertools)
is broke. Google yeilds https://www.xe.com/travel-expenses-calculator/table.shtml but
it is *also* broken - it cannot generate reports. So how am I suppose to do this?

This really highlights how depending on a third party service (Xe) can be problematic.
