This bug can be triggered, because you did not add a configure
dependency on the mjpegb decoder.
Btw: If you used ff_mjpegb_decoder directly, the linker would now about
this dependency and so this decoder could be fuzzed. (Right now we
magically add these dependencies for the fuzzer; see lines 188-191 in
target_dec_fuzzer.c.)
